Kathy Shipp, MSN, RN, FNP
Representing APRN Practice – Lubbock
Appointment Expires: January 31, 2023
Ms. Shipp is faculty at West Texas A&M University in the Family Nurse Practitioner Program and also works part-time as a nurse practitioner in a private family practice. She is a member of the Texas Nurses Association, the American Nurses Association, and the Texas and South Plains Nurse Practitioner Association. She is also a member of the Sigma Theta Tau International Honor Society of Nursing, a volunteer with the Parkridge Pregnancy Center, a past speaker for Lubbock Teen Straight Talk, and was recently a member of the Texas Health Disparities Task Force. Ms. Shipp received a family nurse practitioner certificate from West Texas A&M University in Canyon, a master’s degree in nursing from the University of Texas at Austin, and a bachelor of science degree in nursing from West Texas A & M.

Allison Porter-Edwards, DrPH, MS, RN, CNE

Allison Edwards, DrPH, MS, RN, CNE, serves as one of the lead faculty for the bachelor of science Pacesetter program at the University of Texas Health Science Center at Houston (UTHealth) School of Nursing.
During her career at the UTHealth School of Nursing, Dr. Edwards has taught core courses in the RN-BSN program, including Professional Practice in Nursing, Community Health, Community Health Clinical Project, Issues in Professional Nursing, Management and Leadership, Synthesis, and Role Transition. She has also taught the Community Health and didactic and clinical course for the Pacesetter BSN program. She has developed clinical affiliation agreements with Baylor’s Transition Medicine Clinic, Shriner’s Hospital, Jewish Family Services: Celebration Company, RISE School, The Center, Spectra Energy, and Harris County Juvenile Probation Department, where she has mentored third-semester RN-BSN students as well as third-semester Pacesetter BSN students.
She has worked in a variety of clinical, education and management roles including for-profit, not-for-profit, and managed care facilities. Her clinical experience encompasses operating room, pediatrics, medical-surgical, case management, primary care, triage, house supervisor and school nursing.
Dr. Edwards is an honors graduate of The University of Texas Medical Branch at Galveston and earned her master’s in Nursing Administration in 1992 at Texas Woman’s University in Houston. She received her doctoral degree from The UTHealth School of Public Health in 2006.
In 2015, she achieved Certification for Nurse Educators (CNE) and is a member of the Developmental Disability Nursing Association and Sigma Theta Tau-Zeta Pi Chapter. In January, 2017, Dr. Edwards was awarded the Joan and Stanford Alexander endowment for Intellectual and Developmental Disabilities. |

Ms. Disque serves as Vice President of Nursing for Surgical/Procedural Services for Doctors Hospital at Renaissance. She is a member of the American Organization for Nurse Executives, American Nurses Association, Texas Nurses Association, and the American Hospital Association. Ms. Disque received a Bachelor of Science degree from Texas State University and a Master of Science in Nursing from the University of Phoenix.

Diana Flores, MN, RN, of Helotes is a registered nurse and a veteran of the U.S. Air Force [Lt. Col. (ret.)], having been honorably discharged after 25 years of service. Her current role is in Quality Management at South Texas Veterans Health Care System, where she provides direct staff support in planning, designing, integrating, implementing, modifying, and evaluating the effectiveness of committees, program components and/or services to improve the quality of patient care and the appropriateness and timeliness of services. She is responsible for providing clinical and administrative recommendations in support of The Joint Commission functions and is involved in performance improvement teaching and/or teams. She is a member of the American Nurses Association, the Texas Nurses Association, and the Association of Military Surgeons of the U.S. Ms. Flores received a bachelor of science degree in nursing from Texas Woman’s University and a master’s degree in nursing from the University of Phoenix.

Carol Kay Hawkins, BSN, RN

Carol Kay Hawkins, BSN, RN of San Antonio is a vocational nursing instructor and assistant professor at Coastal Bend College. Additionally, she serves as a staff nurse at University Hospital. She is a member of the American Nurses Association, Texas Nurses Association, Texas Association of Vocational Nurse Educators, Texas Community College Teachers Association, and the Academy of Medical-Surgical Nurses. Hawkins-Garcia received an Associates of Applied Science in nursing from San Antonio College and a Bachelor of Science in nursing from Texas Tech Health Sciences Center.

Ms. Jamison of Dallas retired as Chief Public Policy Officer at Children’s Medical Center in North Texas. Prior to that, she served as Director of Public Policy for the Kaiser Foundation Health Plan. Ms. Jamison is past Chair of the Dallas Area Legislative Coalition and Co-Chair of the Leadership Dallas Alumni Association Social Committee. She has served as an Executive Committee Member on the North Dallas Chamber of Commerce, member of the Kilgore College Foundation Board of Directors, and previous President and current board member of the Kilgore College Rangerettes Forever Board of Directors. Ms. Jamison received a Bachelor of Arts from the University of Texas at Austin and a Master of Arts from Texas State University. |
| Kathy Leader-Horn, LVN

Ms. Leader-Horn is a quality assurance nurse with Grace Hospice of Fort Worth. She is an End-of-Life Nursing Education Consortium trainer, with a focus on the care of veterans. She is an active volunteer in her community and church. She participates in the Healthy Kids Summer Lunch program, Christmas for Children’s Charities, and Operation School Supplies. Mrs. Leader-Horn received a vocational Nurse Certificate from the John Peter Smith School of Vocational Nursing.

Tamara Rhodes, MSN, RN

Tamara Rhodes, MSN, RN of Amarillo is an assistant professor at Amarillo College. She is a member of the Texas Nurses Association, National League for Nursing, Texas Community College Teachers Association, and Sigma Theta Tau International Honor Society of Nursing. Additionally, she is a volunteer with Texas Mission of Mercy, Atomic Armadillos Robotic Team, and the Southwest Safety Team. Rhodes received a Bachelor of Science in nursing from Texas Tech and a Master’s in nursing education from Walden University.

David E. Saucedo II, of El Paso, is president of the Saucedo Lock Company, a 4th generation family business founded in 1917. After graduating from the Mendoza College of Business at the University of Notre Dame, David came back to El Paso. His work in the El Paso community is vast and includes being a member of the Board of Directors for the El Paso Hispanic Chamber of Commerce, of which, he is a founding chair of the Empire Builders / Jovenes Empresarios - a leadership program to train and mentor next generation business leaders in the West Texas region. David is married and has 2 young daughters.

Ms. Schat is a pediatric nurse with Cook Children’s Medical Center-Rheumatology Department, where she focuses on clinical support of staff, patients, and families. Additionally, she provides patient education, phone triage, and monitors quality improvement in her department. Her clinical experience includes home health, medical-surgical, school nursing, and rheumatology. She is a member of the Arthritis Foundation-Juvenile Arthritis Committee of North Texas. Francis Stokes, BA, of Port Aransas is a veteran of the U.S. Marine Corps (USMC) and is a vice president at First Community Bank in Corpus Christi. He is chairman of the Port Aransas Recreational Development Corporation, member of the Port Aransas Veterans of Foreign Wars and the National Association of Government Guaranteed Lenders – Small Lender (West) Committee. Mr. Stokes received a bachelor of business administration from Texas A&M University, Kingsville. While serving in the USMC during the Vietnam War, he was awarded the Purple Heart for wounds suffered in combat as well as the Bronze Star with Combat “V” for heroism in combat. |

Rickey “Rick” Williams
Representing Consumers – Killeen

Rickey “Rick” Williams of Killeen most recently served as a customer service agent for Ageis Communications. Prior to that, he retired as a Fire Chief from the United States Army, after providing 20 years of honorable service. He currently serves as vice president for Education for Toastmasters Club Number: 2884053 and is a lifetime member of the NAACP. Williams received an Associate in Arts in instructional technology from the Community College of the Air Force.

Kimberly “Kim” Wright, LVN

Ms. Wright is a Licensed Vocational Nurse in the Primary Care Outpatient Clinic at West Texas Veteran’s Health Administration. Previously, she worked as a BLS Instructor at Howard College, Field Nurse at Encompass Home Health, and School Nurse at Big Spring Independent School District. She currently serves as Secretary for the LVN Boards Committee at West Texas Veteran’s Health Administration. Ms. Wright received a vocational nursing certificate from from Howard College. |
